The Council is made up of 11 appointed members, five City appointed and six County appointed. The Council also has an unlimited number of associate members. Terms of service begin in January at the start of the calendar year.

- Appointed Members: Voting member appointed by the City or County Mayor for a term of three years. Nominees can serve two terms. Expected to attend all Council meetings. FPC member attendance is expected at every meeting of the FPC in person, in accordance with state law (T.C.A § 8-44- 108). In the event of two consecutive, unexcused absences, an FPC member will be sent a letter informing them of their non-compliance with bylaws and the member may be asked to resign.
- Associate Member: Non-voting member appointed by the FPC to provide technical assistance, advice, and consultation. Encouraged to attend all FPC meetings and to fully participate in deliberations of the council.
- Executive Committee: The Council also has an Executive Committee made up of appointed members including Chairperson, Vice-Chairperson and Secretary. A new Executive Committee is selected each year.
- The Chairperson shall preside at meetings and perform other duties as prescribed by the bylaws. The Chairperson shall be the principal spokesperson for the FPC and shall sign official communications from the FPC. The Chairperson, from time to time, may appoint committees to perform specific duties related to the Council's purpose.
- The Vice-Chairperson shall preside at meeting in the absence of the Chairperson and may perform other duties of the Chairperson when empowered by the Chairperson to do so.
- The Secretary shall be responsible for ensuring that the minutes are accurate prior to distribution to the membership and that the meetings and meeting minutes are posted for the public.
- Staff Member: Support staff are not funded by the Council, and are available to provide technical support and planning assistance to the Executive Committee and Council.
